What you see in the animation: • Doha is and stays the dominant municipality on every metric category we track • The mid-pack (#4 through #10) sits in an extraordinarily tight 2-point band — Qatar's secondary municipalities are nearly indistinguishable on the ranking • Mobility inside the top-10 is small year-over-year — the ranking is unusually stable
